This year, there are four existing programs that will receive a total of $382,949 in renewal funding. The local homeless service providers include: Champions Recovery Alternative Programs (Hannah’s House Transitional Housing, $106,314), Family Services of Tulare County (Transitional Housing, $80,342), Kings United Way (Homeless Management Information System, $101,920) and Central California Family Crisis Center (Transitional Housing, $94,373).

Additionally, there are four new programs that will receive funding totaling $952,301. Agencies include: United Way of Tulare County (Permanent Supportive Housing, $91,545), Turning Point (Court Street, $117,277 and TAY Permanent Supportive Housing, $174,276) and CSET (Permanent Supportive Housing, $569,203).  The funding received for these new programs will result in the creation of 51 new beds for permanent supportive housing and 4 new beds for transitional housing in Kings and Tulare Counties.

The Project
Coordinator will be contracted by the CoC, and will provide services as an independent contractor. The CoC is funding this contract through grant funding from the Community Development Block Grant (CDBG) program and through a grant from Homebase’s Community Leadership Project.

It is the intent of the CoC to hire an experienced, qualified individual, to assist the CoC in advancing the current goals and objectives, implementation of the Kings County Service and Housing Opportunities (SHO) for the Homeless project.

Armed with this information, the head-of-household can apply for the benefits that will most effectively help the family meet its needs. Additionally, the head-of-household can run scenarios with different wages to see how changes in income can affect crucial benefit eligibilities.

SOAR stands for SSI/SSDI Outreach, Access and Recovery.  It is an outcome-oriented approach to expedite access to social security disability benefits for people who are homeless and who have serious mental illness and/or co-occurring substance use disorders.

Why SOAR?

The SSI/SSDI application and disability determination process can seem complex.  Often, there is a disconnect between the experience of homelessness and the disability application process and only about 20 percent of those who apply are typically approved on initial application. Outcomes from 37 states provided evidence of the efficacy of the SOAR project. In 2010, 73 percent of the applications submitted using the SOAR approach were approved on initial application in 91 days on average.

How to Participate

  • Attend the SOAR 2-day Stepping Stones to Recovery Training to get a step-by-step explanation of the SSI/SSDI application and disability determination process as well as samples and explanations of SSA and DDS paperwork and necessary reports.

The total funding available for Kings/Tulare Counties, with the Permanent Supportive Housing Bonus, is $1,336,132.  The deadline to submit a Letter of Intent (LOI) to the CoC has been extended to October 3, 2011.  The CoC combined application is due to HUD on October 28, 2011.  For complete LOI guidelines and timelines, click here.
