Armed with this information, the head-of-household can apply for the benefits that will most effectively help the family meet its needs. Additionally, the head-of-household can run scenarios with different wages to see how changes in income can affect crucial benefit eligibilities.

SOAR stands for SSI/SSDI Outreach, Access and Recovery.  It is an outcome-oriented approach to expedite access to social security disability benefits for people who are homeless and who have serious mental illness and/or co-occurring substance use disorders.

Why SOAR?

The SSI/SSDI application and disability determination process can seem complex.  Often, there is a disconnect between the experience of homelessness and the disability application process and only about 20 percent of those who apply are typically approved on initial application. Outcomes from 37 states provided evidence of the efficacy of the SOAR project. In 2010, 73 percent of the applications submitted using the SOAR approach were approved on initial application in 91 days on average.

How to Participate

  • Attend a SOAR Essentials Training to learn the benefits of SOAR in our community and provide effective outreach and referral.

Each year, hundreds of individuals in Kings and Tulare Counties work together to provide efficient and compassionate service to those in need. Volunteers lead and manage most service areas. The common goal is to provide relevant and easily accessible onsite services for clients while creating a valuable experience for all volunteers.

To register as a 2011 Project Homeless Connect volunteer, please complete the information below.  Event details and training dates will be emailed to you by a Committee Chair Person.  The day of the event, report to Volunteer Registration where you will receive an event map, volunteer T Shirt and further instruction.

  • Please note that the Hanford and Tulare venues are no longer able to accept additional volunteers. Thank you for your interest.
  • Date of birth is used to validate minimum age requirements for volunteering at Project Homeless Connect.
  • Please note that some venues may not offer all sizes. Additionally, demand may exceed available quantities of particular sizes. In the event that your size preference is not available, the next closest size will be offered.
    I understand that I am participating in activities related to Project Homeless Connect by my own choice. I agree to release Project Homeless Connect, its affiliates and sponsors from any liability for any injury or illness to me during my participation with Project Homeless Connect. I assume full responsibility for risk of bodily injury or property damage incurred by myself either directly or indirectly from participation in Project Homeless Connect, from any cause whatsoever, whether caused by Project Homeless Connect’s active or passive negligence or otherwise. I understand that this release extends to claims that I do not know or do not expect to exist at the time of the signing of this release and I hereby waive the protections of California Civil Code Section 1542. The total funding available for Kings/Tulare Counties, with the Permanent Supportive Housing Bonus, is $1,336,132.  The deadline to submit a Letter of Intent (LOI) to the CoC has been extended to October 3, 2011.  The CoC combined application is due to HUD on October 28, 2011.  For complete LOI guidelines and timelines, click here.
